Minutes: Indigo Fields Annual Meeting – July 29, 2025

The Annual Meeting of the Indigo Fields homeowners was held on July 29, 2025 at Westcott. There were 16 homeowner families and five board members in attendance.

Remarks by Kenny Skipper, North Charleston City Councilman, District 9

  • The strip mall at our entrance: No business licenses have been recorded.
  • Construction has begun at the intersection of Netherby and Dorchester Rd on a Chipotle and Starbucks. An assisted living facility is planned behind them.
  • The Festival Center apartments project is currently dead.
  • Ashley Phosphate will be closed Thursday and Friday for railroad intersection repairs — expect heavy traffic.
  • A homeowner asked about tree limbs overhanging the front entrance. Skipper responded the city would trim them the following week.

Remarks by Edwin (Chief) Wright, Ombudsman, City of North Charleston

  • He helps route issues to the appropriate city departments.
  • Works closely with Councilman Skipper (who "stole his thunder").
  • He is looking into the abandoned house in the court at Governors Walk, as requested by Kathy Hamrick.

Community Updates

  • Email registration will be required on the website for those wishing to pay their assessments online.
  • Budget vs. Actuals presented by Kathy – no questions. Reserves were used for:
    • New street signs
    • Black-painted stop signs
  • Mailbox Project: George announced plans to paint all mailbox poles black. A letter will go out offering homeowners the option to opt out. Mailbox specifications have been updated by board vote.
  • The website is up and being revised. Online payments will begin after email registration is complete.
  • A suggestion was made to send welcome letters to new residents — Kathy volunteered to handle this.
  • Kathy praised the work of the association attorney. Aside from one home in foreclosure, 100% of assessments have been collected.
  • A reminder: the HOA email address is indigofieldshoa1@gmail.com.
  • Landscaping: Janet reported on the front entrance landscaping. She is the Indigo Fields representative to the entrance committee.
